Maryland State Senator Kagan discusses redistricting amendment ruling (VIDEO)

Maryland State Senator Cheryl Kagan (D-District 17) joins Sunrise on The Hill after a Maryland judge ruled that the redistricting amendment cannot appear on the November ballot. The judge paused the effect of the ruling to allow for an appeal to the state Supreme Court.
